Connect autonomy and drone ports to repeatable monitoring

Separate automation capabilities from Japan-specific operating categories, permissions and animal welfare.

Autonomy must continuously satisfy flight, research, site and maintenance conditions; it does not replace them.

Capability is different from authorization

Waypoint flight and automated landing do not themselves authorize beyond-visual-line-of-sight or third-party overflight. Level 3.5 and Level 4 are Japan-specific operational concepts, not global autonomy grades. Check aircraft, pilot, flight method, airspace and site requirements separately from research and protected-area conditions.

Level 3.5 remains a Category II operation

MLIT describes Level 3.5 within Category II, using onboard-camera arrangements for access management. It is not general permission to overfly third parties. MLIT updated Category II guidance on 29 September 2026, including route-setting treatment. Operators must consult the current examination standards, standard manual and pre-consultation process for the actual operation.

Level 4 and permanent docks add different requirements

Level 4 is BVLOS flight without assistants over populated areas and falls within Category III operations without access-control measures. MLIT requires first-class pilot certification, Class 1 aircraft certification and permission/approval following risk assessment and appropriate operational management. Dock siting, power, connectivity, weather, flooding, wildlife access and maintenance are separate design issues. Certification or dock installation alone does not authorize unrestricted flights.

Reassess every scheduled survey

Breeding activity, nest locations, people, fire, weather and connectivity change. A schedule should request a survey, not bypass the go/no-go checks. Hold unsuitable missions with a recorded reason and an accountable escalation path. Preserve cancellations as missing sampling and assess weather-selection bias. Repeatability matters more than flight frequency.
